Every previous note counted projects. This one counts megawatts, and the

picture is worse — because the technologies that fail most are the ones filing

the largest requests.

Of 46.1 GW of offshore wind, none.

Why this matters more than the project count

A capacity forecast built on the queue is building on 164 GW of solar, battery,

offshore wind and hybrid that has historically converted at **under two per

cent.** Gas — the least fashionable line on that table — has converted at

eighteen, and is nearly half the megawatts ever requested.

**When PJM's capacity auction cleared at the FERC cap of $329.17/MW-day for

2026/27, the queue was full.** Those two facts sit together uncomfortably, and

they are the same fact: a full queue is not supply.

The caveat that must be stated

Battery and hybrid are recent technologies. Much of that 77.9 GW was filed within

the last four years and has not had time to be built — the conversion figure is

depressed by youth as well as by failure.

**But Note 002 already tested that objection on the 2021 cohort and it did not

hold**: 819 requests withdrawn, none built, 94% resolved. Youth explains part of

this. It does not explain 0.5%.
